@honeyzones No worries about a late response.
I tested your lot, went into build mode, CAS, switched to another household. No problems.
Does anyone else share your computer and possibly installed Reshade? Could you please look for it anyway?
It installs to where the TS4.exe/TS4_x64.exe is, in the Bin, so depending on where your game files are installed (not the user game folder in Documents). A common pathway would be:
C drive>Program Files(x86)>Origin Games>The Sims 4>Game>Bin.
Look for any files/folders named: D3d8.dll; D3d9.dll; D3d10.dll; D3d11.dll; OPENGL.dll; DXgi.dll and the same combination with extension: .ini; and also a folder named: reshade-shaders. I have not used it myself, but it seems a bit tricky to completely remove the effects of, so tell me if you find it there and I'll give some tips.
And I realise I wasn't clear: Origin In-Game needs to be turned off both in Origin application, as well as for the specific game, see my first post.
Could you also check your mouse sensitivity in Settings>Device>Mouse>Additional mouse settings that it is not too fast.
And that was a nice build, I liked the compact living; perfect for a painter that loves the outdoors 🙂

Ah, well at least I know that I can upload my lots to the gallery now! Oh also, thank you for the compliment!
I turned down my mouse sensitivity at different levels, even the lowest setting and it didn't help.
I live by myself so I'm the only one who uses my computer, but I still checked to see if I could find any of those Reshade files and didn't find any.
I did still have Origin In-Game on for Sims 4, and I turned it off and it didn't seem to help any saves that already have the problem and for new saves the problem immediately came back after i used anything from the gallery :/
I think I just might be done with testing for a while and start my game completely fresh, no old saves, or things in the gallery. Maybe that way I can make sure it's not something outside my game causing it.

@honeyzones Okay, I can understand that, just come back or post again if you want to keep troubleshooting.
A couple of things you can try:Trash your Options.ini file in The Sims 4 folder, and redo the settings in game instead.
Backup your Tray folder and move it out of the user folder; and build in new specifically dedicated folders, to keep track of your builds that way, and keep them separate from your play saves. The game will only read the folder named: The Sims 4; so any other user folder named differently (like The Sims 4backup; The Sims 4build etc) can stay in the Electronic Arts folder, and be renamed to: The Sims 4 as soon as you want to load it (remember to rename the previously active one before loading the game, to for instance The Sims 4play). Anything installed to each folder, like mods and CC, can be kept separate this way.Delete the localthumbcache.package in the active The Sims 4 folder whenever you have an issue. (I delete it regularly anyway).
If you get problems in a completely new folder please post again, it seems a common issue, and the possible troubleshooting and solutions are different.
