Build Mode Broken on Uninhabited Lots

The Issue: Build Mode Broken on Uninhabited Lots
I first noticed this issue about a week or two ago (between Sep 16 2021 - Sep 23 2021). I was playing a family in Brindleton Bay, and build mode was working perfectly. On a whim I decided to check out the empty residential lot next door, to play around with building it. After loading the lot, I noticed several things were missing in the UI (the entire bottom panel, mainly.) Also, all button interaction stopped working. I could click on the newly redesigned Gallery Button (with the lightbulb), but it didn't load anything. I tried opening the menu to exit- also nothing. It didn't load whether I tried clicking on the menu button or hitting the ESC hotkey.
Today, I wanted to add a new rental lot to an empty lot in the Sulani neighborhood. From the neighborhood view, I opened up The Gallery, which loaded and worked fine. I found and saved a few lots to my library. Then I chose one, and selected the option to place the lot in my 'hood. The "Building Lot" load screen came up.... and never finished loading. I force quit the game, tried the same steps again, and it just kept loading and loading for several minutes. I force quit the game again, and this time I went into the empty lot first, to try placing the Gallery downloaded lot from there. However, I found it had the same frozen/missing UI issue like when I tried to edit the Brindleton Bay house. Almost all buttons were non-responsive (the wall up/walls down button works), and the main editing menu on the lower half of the screen was missing.

Troubleshooting I have tried so far (that haven't worked):
- Repairing my game from Origin
- Deleting Origin and Sims 4 cache files
Not sure what else it may be... mods, maybe? Has anyone else experienced this problem recently?
Other than these specific cases, the rest of the game runs as well as it always has with my current setup, and build mode seems to work fine if it's an inhabited lot.
Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.
