Build Mode not working on Sims 4 with new update

Dowloaded the new update (6/19/18) and Build Mode isn’t working. When i click the build mode icon it takes me to build mode but nothing shows up at the bottom of my screen...no options. I’m also finding that I can’t return to live mode once I am in build mode. 

I don’t know if it help but i dont play with mods or CC’s...just the basic game with the City Living expansion and the Outdoor Living pack. 

Can someone help me please?!
