Build Mode/By Mode Turning Black

I was trying to build a new house in NewCrest and the world around the lot started to glitch out and would flash black. I could see the outlines of parts of the ground (grass, road etc). Some of the walls of the build also would turn black. I entered the lot through manage worlds. I tried building on a different lot in Sulani and still had the same issue. I tried reloading the lot from manage worlds and it continued. I also completely closed the game the issue persisted. As I was trying to take screenshots of the black flashing (I was kind of spamming the screenshot button) my game completely froze to the point that not even hitting the windows key was allowing to click off of the game, so I had to shut down my laptop with the game still open. 

I'm not sure if it is relevent, but I do play the sims on a second monitor that is connected to my laptop, though this issue has only started today.
