Try to download the files directly from Microsoft. Both x64 and x86 are needed:

Also run SFC /scannow
It seems like I need to put them in a specific spot but if that's the case, I'm not certain where. Can you help me out with that?

You just need to run the executables when you have downloaded them.

This might be the thousandth time I've tried it but it didn't work. It had said the things set up fine but I still can't even install Sims 4.

@WarDragon72345 Sorry for making you jump through hoops at this point but if even the all-in-one doesn't install and it's not listed to uninstall, I'm a bit at loss.
There's also this link you could try: https://www.microsoft.com/en-us/download/details.aspx?id=26999Also maybe try a Windows repair.Maybe all is installed as it should be then and the issue that you can't install Sims 4 lies elsewhere.
Could you try starting Origin as administrator and see if it installs then ?

I think I may have found the problem. Each of my three hard drives had some installation of Origin on it and this problem arose after I got the third harddrive. I've received no errors yet when trying to reinstall Sims 4 but I'll let you know what happens.
Update: Surprise surprise. It didn't work and now I want to die.

Are you on an Windows Admin Account ?

At this point I don't think it's an issue with the redistributables as such but with Origin or your setup.

It makes very little sense to troubleshot if you are changing settings suggested by others.
I simply don't know what the status quo inside your system is if you do.
So I would suggest that you let me know if this other solutions don't work.
