Cannot change screen resolution

Title explains what is happening. I don't know if it's because I downloaded SRWE (but I promptly deleted it), or something else. I disabled all mods and tried again. What happens is I try to go from full-screen to windowed full-screen and the entire screen turns white but the sims cursor still appears. I never get the prompt to close it, in fact, I cannot tab out of it or alt f4 or leave at all. Other tabs do not show on top of this white screen so I can't use task manager to shut it down. The only way for me to change the screen resolution is through the startup menu, but I can't do that because I don't want to update yet (I'm on the patch just before Nov 4 update)
