If you're happy that you think you've followed the instructions properly then maybe you should just install and reinstall the game again.

Not sure what steps you tried or not, but you could try the following:
1. First make sure that your game is fully turned off. Navigate to The Sims 4 folder in Documents - Documents/Electronic Arts/The Sims 4 - right click on the Sims 4 folder, select "Cut" and paste it into different location (desktop for example)
2. Try to launch the game again. The game will now create a new fresh The Sims 4 folder in Documents. Create new family, or download one from the Gallery for testing purposes and try to load it. If you can load your family now, it means that one of your save files has been corrupted.
3. You can easily determine which save game is causing the crash by moving them one by one from the original The Sims 4/Saves folder on your desktop (or elsewhere) into a freshly created folder in Documents. After each save is copied, try to launch the game and test whether it works or not. As soon as the issue starts re-occurring, you know which save file is causing it and you will have to remove this one permanently.
