Can't change my screen size?

Hello. I opened up my game today to find that the in game screens are way too large? I initially noticed because when I went to pick a save game to open, I couldn't get to the check button at the bottom or the X button at the top to close the window. 

I restarted the game to go into game settings and I can change screen size and stuff but again, I can't get to the button that I need to press for it to actually use the new settings? 

Have anyone experienced this and what did you do? Hope someone can help me.
