You need to whitelist Origin in your Firewalls settings.

As I said, I have already done this and it hasn't worked.

@loserlily Does your ISP modem have a firewall? Are you using a 3rd party antivirus and/or ad blocker? Do you have a separate router? Does that router have a firewall? The error message you post is caused by the program not being able to communicate with the EA servers. Does the computer with the game have internet access (I have to ask)? Do you have Origin running when you try the activate the games - this is required? Another thing to try is to reset IE 11 (IE 11 is in Windows 10 - search for it) as these games use the API's in IE to communicate. If you have changed any settings in IE that could affect the games communications. On some rare occasions the ISP may be blocking Origin. Try going to a command prompt and type ping easo.ea.com - this should return a response. This will tell you if you are reaching the servers.
add: also rare there may be an issue with some processors (Intel?) running too slow at idle and the communication to Origin times out.
