Can't delete localthumbcache file

I made an earlier post on here telling about the bug that I have. I saw that if you have that problem you need to delete the 'localthumbcache' file from your laptop. I tried doing that but every time I open the sims 4 again it just comes back to my sims 4 folder so it doesn't work.
