Can't download purchased Sims 4 pack

Recently bought a code for Set Up Shop. It shows up in my 'manage add-ons' tab but I haven't been able to download it, it hasn't shown up in game, and I can't seem to find any solution. 

I've tried restarting my PC, logging out then back into the EA app, repairing my sims game, but so far no luck. Please let me know if there's anything I can do! I've been dying to play it for two days D:

    I have had the same problem on my PC, did all that you also did, and the packs showed up as owned in the EA library, and downloaded. Yet I can’t access anything from them in build mode or create my Sims. Any help would be appreciated

    Are you sure you purchased a code for the expansion pack Businesses & Hobbies? Your screenshot only shows the digitial Content. Some keysellers sell this code seperately.
