@JoJoVanilla1211 Mods and custom content go into the Mods folder, but the files need to be unzipped and in .package or .ts4script form. Saves go in the saves folder.
Since I'm not sure what the current state of your user folder is, please start the game and create a new save. (No need to spend much time on it; this is just for testing.) Save your progress, go back to the Main Menu, press Load Game, and hover over the folder icon under the other info for that save. You'll see the file path to the save; please copy it down and write it out here. You can write [username] instead of your actual username, but please don't change anything else.
Next, please open the folder that contains your mods and custom content, and list the file path to that folder. Do the same for your saves, if you know where they are.
