Cant go upstairs!! sims 4

hi ive just created a family and built my own house!, i wanted to take a sim upstairs and they cant get up there, they wave their arms around and say they cant go?,, i have tried deleting the stairs and putting them back ;tried different widths of staircase; tried deleting anything near them; tried getting rid of railings and banisters, not sure what else i can try... can anyone help me on this?

Something must be blocking their way. Have you used MOO (moveobjects on)? Might be worth turning it off and then grabbing the objects near your stairs and see if they can't be placed.
