Can't greet pet owners so I can't treat pets

How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? Sims 4 Cats & Dogs, City living, Get Together, Get to Work, Parenthood, Dine Out, Spa Day, Backyard Stuff, Perfect Patio Stuff, Luxury Party Stuff and lastly the Holiday Celebrations Pack.
Steps: How can we find the bug ourselves? Firstly, buy a vet clinic and when patients come in it won't let you greet them. Therefore I cannot examine any pets as its not giving me the option to greet the patients first.
What happens when the bug occurs? I try to examine patients (pets), I click on their owners in order to greet them, but there is not option to greet them. Therefore I cannot examine the pets.
What do you expect to see? I expect to be able to greet the pets owners, to then proceed to examine the pets on the examination table.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Please help Ive spent all my money on this game and its not letting me greet patients in order to examine their pets.
