mirrie85 These sound like antivirus issues, so please set exceptions in your AV for TS4_x64, TS4_DX9_x64, and TS4_Launcher_x64; or the entire Bin folder they're in. Set an exception for EADesktop.exe as well. Then repair the game again and let me know what happens.
There's nothing obvious in your dxdiag, although there are a few errors that might need to be addressed. But that's typical for antivirus issues, which don't usually produce an error.
Thanks for your reply!! I keep getting the notification of a permissions error while repairing. I've already put the entire bin folder in exceptions. I'm not really sure what to do next..
