can't make a univeristy housing or commons outside of brightchester?

I wanted to make a university dorm or housing in another world like Newcrest, but the lot selection for thay type or any university related lot type does not appear. Is it normal or is my game not w...

    Move your mods folder to the desktop and try without it. New, empty mods folder will be created and if the game will work properly without mods you can start testing all your scripts mods one by one to find the culprit.

You can change every lot in every world to University Housing but there are two conditions:
The house must be uninhabited and cannot have an owner.
To change this info about the house you must enter the building mode on this lot from the city map. (Besides, you have no other option if this home is uninhabited)

Actually I just took away my mods and went through. I deleted the go to school and high school mod and now it works
