Can't place rooms uploaded from community

Hi I'm having this issue as well. I can't place lots or rooms.. I've tried repairing my game, restarting my game and origin, and starting a new game. Nothing works I can download the lot or room fine but I can't place them... and I'm not getting an error message either.. also deleting my saves doesn't do anything.
