Can't replace lots and can't build

When I try to replace a lot with another, it won't build over top. It just destroys the existing the lot and replaces it with flat land. AND build mode isn't cooperating so I can't build on top of th...

TheEnlows​  Does this happen if you bulldoze the lot first?  Does it happen no matter what lots you use, and what builds?  What about a new save?  I'm not saying you need to abandon your current save, only that this is a useful test.
