    I closed out of my game and restarted and now its working, so idk what happened but its fixed. Thank you for responding!

@NicoleMarie1227 Hello!  I don't recall being able to use the arrow keys to rotate a sim in CAS.  You can use the , and . keys to rotate the sims. They have the right and left angle brackets above which look like arrows.  Is that what you meant?

Yes the brackets, sorry thats what I was trying to use and they werent rotating.
