I have stairs, and it's not just the house that's the issue. I can't interact with the garden or area surrounding the lot
OK. You screenshot shows a fence where there should be stairs but I take it you corrected that then.
Do you have any Mods or CC? If so move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.
