Ciudad Enamorada map showing blank

I'm basically having the issue typically caused by an out of date TOOL mod, where world maps just show up blank, without lots and the world select button (the one on the top left corner) glitches so it stops working.

This started happening with all my mods updated, but I still tried to delete all my UI mods, and the issue was still happening, so I deactivated all my mods and the issue still happens, which makes me think it's not a mod related bug. This is only happening with the Ciudad Enamorada map.
