Collectibles not spawning

I’ve tried all suggestions i’ve found on here for this problem in the past, but none seem to be working. I’ve deleted cc, cleared chache files, rebooted game, checked trouble shooting documents. Nothing seems to be working.

i have stayed on the lots that are supposed to spawn collectibles for 8 sim hours and nothing spawns. The frog logs are there and the plants are there, but the plants also never grow or have harvestables.
