Command Console will not open (cheat)

Windows 10, my control+shift+c does absolutely nothing. The command console line will not open. This has been going on since around the start of the Blast from the Past event. Below are the steps I have already tried.

restart game
swapped active save
started new game
no mods or scripts
restart computer
cleared cache using app recovery (from ea app)
repaired game 
no background programs that might highjack the key press combination
game is in focus
not focused on a search window
closed game and deleted options.ini
deleted localthumbscache.package
emptied cachestr folder contents
deleted onlinethumbnailcache folder
tried using both control keys,  and both shift keys
verified my shift, control, and c keys work in other apps
