it's a known crash issue and has mostly to do with the new Windows Creators update.
AFAIK, there's nothing you can do about it. EA/Maxis (or maybe Microsoft, who knows, I have this issue with other games too).
I would suggest to always save first and then quit to minimize the loss of data.
