@hotforbacon If you have any files in ConfigOverride, in Documents > Electronic Arts > The Sims 4, please remove them.
If that doesn't help, did you remove all your mods? If not, please do so now.
If that doesn't help either, please disable any apps you use that come with overlays: Steam, Discord, etc. Disable the EA App in-game overlay as well, under Settings > Application.
As a side note, uninstalling shouldn't delete your saves or other user data. That data is stored in Documents > Electronic Arts > The Sims 4, while the game itself (what the EA App installs) should be elsewhere. The game is removed during the uninstall process, but not typically the user folder. Still, you can make a backup copy of this folder to be on the safe side.
