Created retail lot is not functioning! No Employees, No Customers,and No NPCs

I created this huge mall.  At one point of time, the lot would function properly.  I do have MODS and I did remove an outdated mod plus the entire Mod folder, but the issue still occurs only with this lot.  I have started a new game, factory reset the game, cleared cache files, removed mods, recovered saves, sold from the map to rebuy, rebuy with different households, etc. but still nothing.  Before this issue, while on the lot, the active sim that owned the lot kept freezing/stalling when appointed actions, and the lot functioned fine except the stalling sim and action queue issue( seemed to have been solved after removing the mod).   All other retail lots--pre-made and custom, are functioning fine.   My two other malls work like a charm: employees show up, customers behave like customers, no stalled actions, no traveling errors like 123:355..., service sims (ie baristas, djs, food stall attendants) show up once called on the lot.   This lot now does nothing and I really need to figure this out and resolve it so I can upload the lot for the community to download and use in-game.   No Lice Freezer is NOT on the premises.  PLEASE HELP ANYONE TO THE RESCUE!!!
