Creating new sims causes error 803

So I downloaded the Sims and played the tutorial household with no issue and even moved 2 new sims into it, but when I bought one of the existing homes nearby and made a new sim to move in, it gives ...

I dont have any cc or mods and i still get the message so i dont think that is the issue
