[CURRENT ISSUE] Anti-Virus blocking User Folder (Screenshots/Gallery/Mods..)

No matter what I do it keeps disabling my mods, I tried taking out all of them and starting up no matter what I do it won't let me use me use any Cc or mods, doesn't matter what I use it won't let me!
