@crinrictI have hitman pro Alert which I can not find any means to temporarily disable it.
Also, have windows security which I have tried disabling but that did not fix issue. Window controlled folder access is off and has been off.
My computer tech is coming this evening to try all the other measures you posted. I will let you know what worked if anything.

As I am not the most computer proficient person, I had my PC guy help me. (I just did not feel comfortable doing it myself). He tested and found that Hitman Pro Alert was the issue. He stated that the reason for this is a common virus delivery is a benign program will open the virus program, so when the Origin App went to open the Sims4 app from inside it triggered on that behavior. He added the exceptions to the Hitman Pro Alert and the anti virus (Avasti that he just installed) for good measure. Everything seems to be running now.

PS Hitman Pro Alert could be disabled. I just could not find where to go to disable but he could.

For anyone figuring out how to get this passed HitmanPro.Alert, you need to go to Exploit Mitigations, then Applications, then "Add Exclusion". to both your Origin.exe, as well as the exe file for The Sims 4 which at this point is called "ts4_x64.exe". I found it in: Origin Games -> The Sims 4 -> Game -> Bin -> ts4_x64.exe.
