Thank you so much for your advice.
I made the 'bin' folder an exception in my anti-virus programme but that hasn't seemed to help, it still came up with the error.
The TS4_x64 folder location is... E:\Games\The Sims 4\Game\Bin
The Sims 4 install location is... E:\Games\The Sims 4
@KAYDALAYA To be thorough, please temporarily disable your antivirus and repair the game (again). As long as you don't do anything else at the same time, your computer should be safe, and you can reenable the AV as soon as you figure out whether the game works.
If that doesn't help, please create a new admin Windows account on this computer and try playing there. Make it local, as in, don't link it to your Microsoft account or any email address. (Just keep declining until you can proceed without one.) You'll be able to try to launch the game without reinstalling anything, but any saves or other user data you have won't be available. That's fine for the purposes of this test and can be addressed later if necessary.
