The zip files needs to be unpacked.
You don't have to use subfolders but I would recommend it so it is easier to work with when a Mod or CC causes the game to crash or have other errors.

Just create them.
Open your resource.cfg file with notepad and make sure it looks like this:
Priority 500
PackedFile *.package
PackedFile */*.package
PackedFile */*/*.package
PackedFile */*/*/*.package
PackedFile */*/*/*/*.package
PackedFile */*/*/*/*/*.package

I have a problem, the cc doesn't appear. I tried to edit the resource, eliminate all the subfolders, check if they are from the sims 4, but nothing. My mods that do not work are hairs that do not appear on the game, or they appear with a question mark in the head of my character (In the image, there are mods that work in the subfolders) Help! (Sorry 4 my english, i'm from Argentina..)
