@generuler4 What in-game resolution do you use while playing? A 1660 ti is more than fast enough for 1920x1080, and if that's what you're playing at, the issue is the game, not the graphics card, which may simply be underutlized. You can see for yourself by putting Sims 4 in windowed mode, opening the Task Manager's Performance tab, and looking at GPU use. I suspect that it won't be anywhere near 100% unless you're running the game at 4k.
A 3060 might give you a marginal improvement, but not enough to justify the upgrade if it's for Sims 4 alone. What might help is using Simp4Sims's graphics rules overhaul, which is great for high-end systems because, among other things, it forces the game to use high-LOD textures for longer. That both makes the game look better and lowers the frequency at which different LOD textures need to be swapped out, which in turn can mean less overall work for the graphics engine.
It's also worth testing without your mods and custom content just to set a baseline for performance. Even if you're not getting rid of any cc, it would still be helpful to know how much that cc is contributing to the fps drops, if at all.

i play in 1920x1080 resolution. I used to have an issue where with or without cc my fps would drop all the way down to 8-15 fps and i have to delete my sims 4 folder and regenerate it. I will try the graphics overhaul. Which i have but always forget to add it back in when i have to reset my folder.
even with cc or none my fps stays the same
