I dont use onedrive, i dont have it downloaded on my computer
With what you've explained @JordanAshleighP , it sounds like what you're looking for are the Mods and additional folders that come with the Sims 4 Installation, correct?
To verify, the file path as written below:
C:\Users\(UserName)\Documents\Electronic Arts\The Sims 4
If the folder was manually deleted, the only other thing I can recommend is to attempt to do a computer search on the name of any of the mods you might have had in the Mods folder, and see if you can find an instance of it that isn't in the Downloads folder; if you can, right-click on it and select "Open file location" and hopefully it will give you an idea of where it might have been relocated to if it wasn't deleted.
Aside from that, the suggestion I gave you would work, but as I mentioned earlier, I would only use that if you do not mind losing any progress or changes you've made between now and the time the folder was deleted. (Think of it like jumping back in time.)
Reinstalling the Game should bring back the folders, but they will be empty, since it would essentially be bringing the game back to factory settings.

Do you have the file path where the EA and Sims 4 Folder ended up? Is it where I mentioned earlier in Documents?
You can get the file path by selecting the path field at the top of the window in an empty space; it'll be something like "C:\Users\etc..."
