deleted sims 4 folder and it wont regenerate

I was trying to fix a problem I had where none of my CC was showing up so some people said to take out your mods folder and delete your sims 4 folder then reinstall the game. I tried this and when I reinstalled it the folder wasn't there then I opened the game then I closed it again then I went back and checked on the folder Electronic Arts but only sims 3 showed up so I looked around on how to fix it and people said to back up your game? I don't really know why it would work because there isn't anything to backup and yes its not in my recycling bin because I deleted the sims 4 folder permanently..  but I still have my mods folder and the game still works...Help!
