I'm not sure if it's a sous chef hat or not, but basically I can't access the tall hat that comes with the ready made chef outfits, meaning I can't change it's colour to match the outfit, which can have its colour changed.
There's an additional hat in the perks so maybe that'st he one and you need to unlock it first.
I am not sure on this, could you maybe post some pictures on what you see and how you are trying to change it?

Oh, I didn't know that. I'm still designing my restaurants so I haven't seen the perks yet. I'll look after I actually start ownership. Thanks!
