In my opinion the performance is nearly the same.
There's still the (infamous) massive frame drop that I have to clear up by opening the menu. I've also tested the DX11 argument line and confirmed I was using DX11 by using Riva Tuner to monitor and it still persists. There's framerate drops just by simply moving the cursor around the screen, even when it's completely still I can move the cursor around and go from 144 FPS to 100-115 FPS. There's generally just poor(ish) GPU utilization across the board during movement and with live mode being active. I noticed since this patch that the utilization is actually a bit better however still not as good as it could be. The game being paused cures some of the FPS dipping, but generally the game is still not optimized well considering how the game graphically isn't super demanding. A lot of the framerate issues are when the game is actively playing in live mode, maybe due to the game not being able to use enough of our CPU and feed that information to our GPU which is why the framerate fluctuates so much in live mode.
I hope this will be worked on in the future. While the effort in performance is appreciated there's simply more work that needs to be done to fix the performance issues of this game, and hope the sims team continues to fix performance issues that have been plaguing the game for a few years now.
I've attached screenshots since i'm too lazy to record of me having my cursor completely still with the framerate and the gpu usage... and then when I move my cursor around the framerate, and GPU usage goes down, game is paused in both cases. This has happened across multiple different systems I've owned throughout the years.
