Steps: How can we find the bug ourselves? Use directX 11 version of the game. Load a family which has photos on the walls and/or inventory. The photos should be made before patch 1.107.112.1030
What happens when the bug occurs? Photos are either back or random pixelized colours
What do you expect to see? Normal photos
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

The problem started after applying 1.107.112.1030 patch and trying directX 11 version. My GPU supports directX up to 12. If using directX 11 version BUT also checking the box "directX 9" in the settings, SOME photos will render properly. Only switching back to directX 9 version of the game solves the problem completely.
As you found out it is only a visual issue. You can change back to DX9 until DX11 support is fully implemented or you can choose to live with that some photos/painting doesn't display properly if you prefer that.
