@looloolooweez Likely unrelated to Sims 4, but your dxdiag shows that Acer registration software is crashing repeatedly. I'd suggest disabling it at startup, which you can do through the Task Manager's Startup tab.
Your dxdiag also lists a couple of crashes of a component of the Nvidia graphics driver. It might be worth clean-uninstalling and reinstalling the driver, as described here:
But before you go that route, try telling Windows to use the Nvidia GPU for Sims 4, in case that makes a difference. Open Windows Settings > System > Display > Graphics settings, click Browse, find TS4_x64.exe on the list, and choose the high-performance option. For good measure, do the same for TS4_DX9_x64 and TS4_Launcher_x64.
I have a desktop, so I tested this on my son's dual GPU laptop and when I had the NVIDIA control panel defaulted to use the NVIDIA graphics card, the game defaulted to DX 11.
However, when I changed the setting in the NVIDIA control panel to 'auto-select', the game opens in DX 9.
I also attach the DX Diag as an FYI.
So it appears that if you play on a dual GPU laptop, if you set the global settings to use the NVIDIA graphics vs auto select, the game will default to DX11 without having to use the command line argument in the EA app.
