Steps: How can we find the bug ourselves? Start game. Play for a few minutes. Hit alt-TAB and select a window. Notice that control doesn't switch to the window you chose; instead, it stays with Sims 4.
What happens when the bug occurs? Alt-TAB does not, as I would expect, switch control to another window. Instead, it lets me select a window, then does nothing.
What do you expect to see? See above.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Everything I have to say is in the template.
I've found that each new update makes it so you need to go back into game options and select windowed mode again and it will work. Happened to me on the previous patch.
