Discover University won't download

I purchased Discover University ages ago, and have never been able to get it to download to my game. I've tried on three different machines (two different PCs, including one literally fresh out of the box, and Steam Deck) and two different platforms (through Origin and also through Steam) and it has never worked. I've never had this issue with any other pack, expansion, or game. What am I missing? I really just want that stand-alone shower heads so I can build my own showers in game.
