dlc content showing as owned but not loading

All my dlc content is now not showing as playable.  Says not installed, but no option to install it (play through steam) this has only happened since I bought the new royal pack.  Cache cleared, game uninstalled, steam and ea app both uninstalled and reinstall - game save still tells me to restart as packs not active, but content does not download.  Help!
