Dogs and cats not changing breeds

so i’m playing sims and this hasn’t happened to me before so i have no idea what to do, whenever i create a new sim and add a dog into it.. it will not let me change breeds or add fur etc it glitches. i thought it was my mods so i removed them all, but it’s still doing the same thing. i’ve verified game files but nope nothing. any help?
