Dogs wont "be friendly" to eachother, just tilt their head and nothing happens?

Why is this happening? I have two huskies. One came from one sim, and the other from my sims. They both moved in together. I want to breed them but every time I try to increase their friendship by using the "be friendly" option, nothing happens? My dogs just seem to tilt their head and move on. It even happens to the cat and other dog. Neither dogs are desexxed. Does anyone know why this is happening?

    Hi @crinrict, no mods or cc here. I have run a repair and cleared my cache but still seem to have the issue. Seems like the only way to fix it is to create the family all over again, which is a bit unfortunate as  I lose all relationships.
