Dogs wont "be friendly" to eachother, just tilt their head and nothing happens?

Why is this happening? I have two huskies. One came from one sim, and the other from my sims. They both moved in together. I want to breed them but every time I try to increase their friendship by us...

    Hi @crinrict, no mods or cc here. I have run a repair and cleared my cache but still seem to have the issue. Seems like the only way to fix it is to create the family all over again, which is a bit unfortunate as  I lose all relationships.
