Wannebeartist Normally, disabling automatic game updates in the EA App's settings is enough to stop this after the App's first attempt. As in, you'd have had to cancel the downloads once, but not again unless you cleared the App's cache. Is this setting off? If not, try it.
There's also a somewhat-janky workaround to block the App from installing any given pack, if you're interested. It's not supported but also shouldn't break your computer or your Sims 4 install.

Wannebeartist You can also disable packs you don't want to play with using james turners site. follow the instructions on his site.
