Wannebeartist To stop the packs from installing, rather than simply disabling them, you can create a text file for each pack with the same name as the pack folder. These files will go in [install location]\The Sims 4, where you'll see one folder per installed pack, named by type and release date. For example, Get to Work was the first expansion released, so its folder's name is EP01.
Close the EA App and make sure the EABackgroundProcess is NOT running in the Task Manager's background services list. Delete the folder for an installed pack, create a text file with the same name, place it in and strip the .txt extension off so it's simply named EP01 or whatever you're choosing. Place it in [install location]\The Sims 4. The EA App won't be able to create a folder with this same name in the same location and therefore won't be able to download the pack with that folder name.
Any time you want to reinstall that pack, delete the text file (with the EA App closed, or you won't be able to make changes to the game's program files) and download that pack if it doesn't happen on its own.
