Okay so all the stuff I could do at the moment didn't work, I'll try and go to my mom's tomorrow with the laptop and try there.
Edit: I actually tried with Sims 3 and it worked, just not sims 4. So in the meantime, to satisfy my need for Sims, I'm downloading Sims 3 and will play that for a while
I’m having the same issue. Tried the “fix” above to no avail. Can also download Sims 3 but not 4 for whatever reason. I didn’t see your post before I made my own.. but yours doesn’t seem resolved so we can both complain.
@bluemystral and @DADIS43 Please force the EA App to update: it doesn't always do that on its own. Go here:
C:\Program Files\Electronic Arts\EA Desktop\EA Desktop
and launch the EAUpdater.exe. When it's done, the App should open again, but please restart your computer one more time before trying to install Sims 4. Let me know whether it works.

If you have time and access, I'm also curious whether this happens on a different computer. You wouldn't need to actually download the entire game, just see whether the download started at all.
I'm about to leave back home, so I'll do that there and see from my fiance's computer if I can download it there.
