EA App works but mods and cc don't.

I bought a gaming PC yesterday so this is all a very fresh install. I installed the EA App and from there I loaded 54 Sims 4 EP, GP, SP, and Kits. The game itself, runs beautifully, and I've not encounter any gameplay issues as of yet. However, I have one minor issue, one issue that might be minor or causing a problem, and a big issue with mods and CC. So, let's take them in order.

1) The minor issue is that all of my packs downloaded, but the recent freebee, Vibing Streamer Gear, refuses to download. I keep getting the message to give them a minute and try again. It's been hours and it still won't download.

2) The other one has me a little perplexed. According to the EA App, it downloaded 2 copies of the Sims 4 Base Game. I'm not sure if that is causing a problem or if it is innocuous, but thought I would mention it just in case someone has a clue. It is not showing two copies on the HD but, you never know what issues it may be creating.

3) I downloaded the two mods (Better Build Buy and T.O.O.L.) just like I normally do but they do not show up in the game at all. Not even a hint of it. I don't know if this has anything to do with the app or the extra base game or if there is something else going on. I mean it's not like the mods aren't working, the mods are not there. They are on the HD and loaded properly, but according to the game, they don't exist. I also loaded TSR CC Manager and used it to load a few items from each category to see if it would show up in game. No CC appeared anywhere. The content is in the files, but it doesn't appear in game. Before you ask, yes, I hit all the buttons for mods, script mods, and cc and restarted the game, etc. I even deleted everything (mods, cc, cc manager, and sims4) and started over and still nothing. I made sure I had the correct path for the install of the cc manager and the content (users/myname/documents/sims4). 

Oh there is one other thing I should mention just in case it's connected somehow. Each time I reinstalled the Sims, I got a message that said it doesn't recognize my graphics card and therefore, the game would set all of my graphics options to HIGH and I could adjust later if it was causing issues with gameplay. I don't think that the graphics card as anything to do with it, but . . . 

Does anybody have any suggestions on what I should do now? I'm at a loss.

    Leave it to me to be odd. I"m running Win 11, so I'll try the new admin route first. If that doesn't work, I'll run the .bat file.

    I’m also having the issue where the ea app puts the sims in the public folder.  I retried it 4 times. One of those times it put it in a one drive folder, despite the fact that I had onedrive deleted and turned off. Every other time it is in public.  
    I verified documents should go in under my username.  It just isn’t.  
    It is working just fine from public, but it it sort of weirds me out that it will fail.  Anyone got any farther fixing this? Thanks.

    @Bookwyrme  I'm not sure why Sims 4 is doing this, and I don't know of a way to change whatever variable determines this from the game's perspective.  (It should be following the user profile settings, but that's apparently not the case here.)  The only other suggestions I have are to uninstall and reinstall the game, if you haven't already; and to try playing in a new admin Windows account.
