D369Love EA Play only offers the base game (free anyway) and a couple of packs, so it shouldn't affect your other DLC. Are you seeing you need to buy those packs to use them again, or do you just have the option to buy the packs? I sometimes see that I can buy packs I already own, but that content does work once I load the game.
A while back, EA offered a free month of Origin Access (now EA Play) for anyone with two-factor authentication on their account, so you may have received a temporary subscription without knowing about it. That shouldn't affect you now, but maybe it explains some of the issue.
At any rate, contact EA customer support and ask that the EA Play version of Sims 4 be removed from your account. And if your packs truly aren't available, provide e-receipts or whatever other proof of purchase you can find while you're talking with the support rep.
I would strongly recommend live chat rather than email. If you don't see the option, try a slightly different category of issue. You can also try using the site without signing in; some categories give you the option to continue without logging in at all, and will then offer live chat.
