are you using any mods/cc in your game ?
If not, could you please post a screen shot of the error you're getting ?
that error hppened to me today.
No CC, no mods.
I wanted to switch from one household to another.
As you can see I was close to entering the household.
I moved the family out and could then enter the house in build mode.
For now the family is playbale in their new home.
0d11e7897022a920 is the error code im getting
